On 30 June 2025, SECEX (the Brazilian Secretariat of International Trade) initiated an antidumping investigation on the Brazilian imports of hot-rolled flat stainless-steel products from China, India and Indonesia, commonly classified under the NCM code 7219.11.00, 7219.12.00, 7219.13.00, 7219.14.00, 7219.21.00, 7219.22.00, 7219.23.00, 7219.24.00, 7220.11.00, 7220.12.20, and 7220.12.90.
This is an input widely used for countless applications, such as the manufacture of sinks and tubs, cutlery, household utilities, tubes for the furniture industry, elevator linings, evaporator tubes, cutlery, household utensils, consumer goods, interior architecture; capital segments such as railway wagons, measuring, hospital, dental and surgical instruments, mining and steel, cutting blades and brake discs.
The investigation may result in the imposition of antidumping measures and the consequent increase in the cost of Brazilian imports of hot-rolled flat stainless-steel products for a period of 05 (five) years.

Relevance of stakeholder participation
Active participation of importers, exporters, and any other interested parties in the investigation may be decisive in securing a more favorable outcome. Interested parties can request to be admitted as parties in the investigation until 18 July 2025[1], provided that they demonstrate the extent to which they could be affected by the imposition of the antidumping duty.
- Deadline for replying to the Importer’s Questionnaire: 30 days as of acknowledgement of receipt (presumed 3 days after the date of electronic transmission by the authority);
- Deadline for replying to the Exporter’s Questionnaire: 30 days as of acknowledgement of receipt (presumed 7 days after the date of electronic transmission by the authority).
Usually, a public interest assessment may be requested only after the conclusion of the trade remedies investigation, as established by SECEX Ordinance No. 282/2023 (additional information is available in our Legal Alert on the subject).
