In brief

On 13 June 2025, SECEX (the Brazilian Secretariat of International Trade) initiated a sunset review on the antidumping duties in force against Brazilian imports of sodium acid pyrophosphate (SAPP), commonly classified under the NCM code 2835.39.20, from Canada, China and the United States. 

SAPP is an input used as a chemical leavening agent, stabilizer, acidity regulator, emulsifier, and/or sequestrant in the food industry. It is also used in water treatment to sequester undesirable ions (Ca, Fe, Mg e Mn), and as a palatability enhancer in animal feed production.

The duties remain in force during the sunset review and, at the end of the sunset review, may be extended for further five years.

Relevance of stakeholder participation

Active participation of importers, exporters, and any other interested parties in the investigation may be decisive in securing a more favorable outcome. Interested parties can request to be admitted as parties in the investigation until 3 July 2025[1], provided that they demonstrate the extent to which they are affected by the imposition of the antidumping duty or its extension.

• Deadline for replying to the Importer’s Questionnaire: 30 days as of acknowledgement of receipt (presumed 3 days after the date of electronic transmission by the authority);
• Deadline for replying to the Exporter’s Questionnaire: 30 days as of acknowledgement of receipt (presumed 7 days after the date of electronic transmission by the authority).

Usually, a public interest assessment may be requested only after the conclusion of the trade remedies investigation, as established by SECEX Ordinance No. 282/2023 (additional information is available in our Legal Alert on the subject).
