On June 4, 2025, Federal Decree No. 12.485/2025 was published, which provides for the National Biodiversity Strategy and Action Plan, in line with the commitments made by Brazil until 2050 under the Convention on Biological Diversity.
In summary, the rule defined that the National Strategy and Action Plan to be followed until 2030 must be published by the Ministry of the Environment and Climate Change within 90 (ninety) days of the publication of Federal Decree No. 12.485/2025, i.e. by September 2025.

Federal Decree No. 12.485, published on June 4, 2025, provides for the National Biodiversity Strategy and Action Plan, which has the following objectives: (i) implement actions for the conservation, sustainable use and benefit sharing of biodiversity, with the participation of federal entities, civil society, academia and the private sector; (ii) monitor compliance with the national targets and the 2050 objectives; (iii) integrate relevant sectoral policies, programs and plans; (iv) engage indigenous peoples, traditional communities and family farmers in the implementation of the targets; (v) enable sources of funding; and (vi) disseminate information on biodiversity and the commitments made by Brazil in the Convention on Biological Diversity.
The Ministry of the Environment and Climate Change (MMA) will have 90 days to define the terms of the Strategy and Plan for the period from 2025 to 2030, with revisions planned every decade. The MMA will be responsible for coordinating monitoring, financing and communication actions, as well as encouraging states and municipalities to draw up their own strategies and plans, and may enter into partnerships with civil society organizations, academic institutions and private entities.
Expenditure on the National Biodiversity Strategy and Action Plan will be covered by the Federal Budget, which may be supplemented by public and private funds, international cooperation and donations. The decree came into force on the date of its publication.
