Sunset review of the antidumping duties in force against imports of seamless carbon steel pipes (line pipe) from Ukraine
In brief
On 22 September 2025, SECEX (the Brazilian Secretariat of International Trade) initiated the sunset review on the antidumping duties in force against Brazilian imports of seamless carbon steel pipes (line pipe), commonly classified under the NCM code 7304.19.00, from Ukraine.
The product is used in the construction of oil and gas pipelines for the transport and storage of fluids. It is used in (i) refineries, chemical/petrochemical plants; (ii) FLNG (Floating Liquefied Natural Gas, referring to floating installations specifically designed to handle liquefied natural gas); (iii) FPSO (Floating Production Storage and Offloading, a floating vessel associated with the oil industry); (iv) naval industry/shipyards, gas treatment and distribution plants, flowlines and risers; (v) transportation of petroleum derivatives over short distances (such as gasoline, naphtha, aviation kerosene, diesel, fuel oil, lubricants, etc.); and (vi) various industrial processes, such as in the steel industry (transportation of gases, fuels, and lubricants), airports and ports, and various industries that require petroleum derivatives for their operations.
The duties remain in force during the sunset review and, at the end of the sunset review, may be extended for additional five years.

The importance of stakeholder participation
The active participation of importers, exporters and any other interested parties in the investigation can be decisive in ensuring a more favorable final determination for the interested party in question. Interested parties can request to be included in the proceedings by 10 October 20251, provided that they demonstrate the extent to which they may be affected by the eventual application of the duty.
- Deadline for replying to the Importer’s Questionnaire: 30 days from the date of acknowledgment of receipt (presumed 3 days after the date of electronic transmission by the authority);
- Deadline for replying to the Exporter’s Questionnaire: 30 days from the date of acknowledgment of receipt (presumed 7 days after the date of electronic transmission by the authority).
Usually, a public interest assessment may be requested only after the conclusion of the trade remedies investigation, as established by SECEX Ordinance No. 282/2023 (additional information is available in our Legal Alert on the subject).
