Under Law No. 15,042/2024, which established the Brazilian Emissions Trading System (SBCE), the Permanent Technical Advisory Committee (CTCP) was created as an advisory body responsible for providing technical input and recommendations to support the development and improvement of the system. The CTCP’s scope includes, among other matters: (i) defining criteria for the accreditation and de‑accreditation of methodologies for generating Verified Emission Reduction or Removal Certificates (CRVEs); (ii) setting parameters to be considered in the preparation of the National Allocation Plan; (iii) providing technical input for the annual plan for the allocation of resources generated by the SBCE; and (iv) addressing other matters submitted to the Committee.

Subsequently, Federal Decree No. 12.768/2025 regulated the CTCP and established that its composition includes:

Representatives of the Federal Government, including one representative from each of the following bodies: the Ministry of Finance (which will chair the Committee), the Office of the Attorney General (AGU), the Chief of Staff’s Office, the Ministry of Agriculture and Livestock, the Ministry of Mines and Energy, the Ministry of Ports and Airports, the Ministry of Indigenous Peoples, the Ministry of Foreign Affairs, the Ministry of Transport, and the Brazilian Securities and Exchange Commission (CVM);
Five representatives from the States and the Federal District, appointed by the Interfederative Articulation Chamber of the Interministerial Committee on Climate Change (CIM), ensuring regional representation;
One representative from the academic community, with recognized expertise in SBCE‑related matters, appointed by the CIM’s Scientific Advisory Chamber;
One representative from civil society, with nationwide reach and recognized expertise in SBCE‑related matters, appointed by the CIM’s Social Participation Chamber;
One representative from entities representing operators in each of the following sectors: energy, industry, urban mobility, waste, and transport;
One representative from entities representing the agriculture, livestock, forestry, and land‑use sectors; and
One representative from entities representing financial institutions active in environmental markets.

In this regulatory context, in December 2025, the Extraordinary Secretariat for the Carbon Market (SEMC) launched a selection process to identify the private‑sector entities that would take part in the CTCP.

The results of the selection process were announced on March 6, 2026. On the same date, the selected entities were notified to (i) submit the names of their designated representatives by March 13, 2026, and (ii) attend a meeting scheduled for March 18, 2026, which will focus on final adjustments to the composition of the CTCP’s full members.
