IBAMA publishes Ordinance establishing the correspondence between environmental licensing typologies and the CTF/APP

On March 20, 2024, IBAMA published Ordinance No. 30/2024, which established the correspondence between IBAMA’s environmental licensing typologies and the descriptions in the Federal Technical Registry of Potentially Polluting Activities and Users of Environmental Resources (“CTF/APP” in Portuguese). The Ordinance, which aims to facilitate the inspection and control of activities, as well as the interoperability of IBAMA’s systems, came into effect on April 1, 2024.

IBAMA Ordinance No. 30/2024, by establishing the correspondence between typologies of activities subject to environmental licensing and the CTF/APP descriptions, aims to better manage the operability of the CTF/APP system for controlling activities inspected by IBAMA.

The idea is to make it easier for IBAMA to cross-check information via the system by linking licensable activities to the CTF/APP registration.

The creation of the correspondence will prioritize the CTF/APP, but it will also be applied to other IBAMA systems, such as “CTF/AIDA”, “RAPP”, “Sinaflor”, “DOF”, “DOF+”, among others. Thus, by linking the typologies of activities subject to environmental licensing to the registration of the mentioned systems, IBAMA intends to facilitate the inspection of some activities, making it easier, for example, to verify non-compliance if certain licensed projects are not registered in these systems.

In addition, IBAMA Ordinance No. 30/2024 creates new codes and descriptions to be implemented in the CTF/APP system. In particular, the ordinance creates new codes and descriptions for mining activities, railroads, telecommunications systems, fuel trade, agricultural projects and the capture, collection and transportation of wildlife.

Considering the creation of new codes and descriptions, it is expected that IBAMA Ordinance No. 13/2021, which regulates the registration within the CTF/APP, will be amended and updated. Ordinance No. 30/2024 established a deadline for that update until January 2, 2025.
