13 At COP26, the parties adopted the Glasgow Climate Pact (Decision 1/CMA.3), which included a text calling on the parties to accelerate efforts to phase out unconsumed coal-fired power and phase out inefficient fossil fuel subsidies, while providing targeted support to the poorest and most vulnerable, in accordance with national circumstances and recognizing the need for support for a just transition.
