Brazil: Anti-dumping investigation of plasticizer esters
In brief
By determination of SECEX, an antidumping investigation was initiated on Brazilian imports of plasticizer esters, of the Di-2-ethylhexyl phthalate types [CAS No. 117-81-7 (“PDO”)]; Di-2-ethylhexyl terephthalate [CAS No. 6422-86-2 (“DOTP”)]; and Diisononyl phthalate [CAS No. 28553-12-0 (“DINP”)] (NCMs 2917.32.00, 2917.33.00 and 2917.39.31) originating in Chile, Colombia and South Korea.
It is a product used mainly as an input in the manufacture of wire and cable coatings, plastic footwear, vinyl flooring, hoses, laminates, plastic packaging, toys, sealing putty, among others.
The investigation may result in the imposition of antidumping duties for a period of five (5) years, extendable.

The importance of stakeholder participation
The active involvement of importers, exporters and any other interested parties in the investigation may be decisive in ensuring a final determination that is more favourable to the interested party concerned. Interested parties may request their admission to the process until July 20, 2026, provided that they demonstrate the degree to which they may be affected by the eventual extension of the right.
- Deadline for responding to the Importer’s Questionnaire: 30 days from the acknowledgment of receipt (presumed to be 3 days after the date of electronic transmission by the authority);
- Deadline for responding to the Exporter’s Questionnaire: 30 days from the acknowledgment of receipt (presumed to be 7 days after the date of electronic transmission by the authority).
As a rule, the public interest assessment can only be requested after the conclusion of the trade defense investigation, as established by SECEX Ordinance No. 282/2023.
