Brazil: Anti-dumping investigation on welded line pipes

In brief

SECEX has initiated an antidumping investigation concerning Brazilian imports of welded line pipe (NCM codes 7305.11.00, 7305.12.00, 7305.19.00, 7305.31.00, 7305.39.00, 7306.19.00 and 7306.30.00) originating in China.

The product is used for the transportation of fluids, including applications in oil pipelines, gas pipelines, and the transport of ethanol, hydrocarbons, minerals, and tailings. Excluded from the scope are sanitation-related applications, pipes with an end welded to a connector or shoe, and external coatings consisting of a three-layer polyethylene system.

The investigation may result in the imposition of antidumping duties for a period of five years, extendable, increasing the cost of Brazilian imports of the investigated product.

The importance of stakeholder participation 

The active involvement of importers, exporters and any other interested parties in the investigation may be decisive in ensuring a final determination that is more favourable to the interested party concerned. Interested parties may request their admission to the process up to July 24, 2026, provided that they demonstrate the degree to which they may be affected by the possible extension of the duty.

  • Deadline for responding to the Importer’s Questionnaire: 30 days from the acknowledgment of receipt (presumed to be 3 days after the date of electronic transmission by the authority);
  • Deadline for responding to the Exporter’s Questionnaire: 30 days from the acknowledgment of receipt (presumed to be 7 days after the date of electronic transmission by the authority).

As a rule, the public interest assessment can only be requested after the conclusion of the trade defense investigation, as established by SECEX Ordinance No. 282/2023.
