Brazil: Initiation of antidumping duty redetermination on citric acid

By determination of SECEX, an administrative proceeding has been initiated to reassess the anti-dumping duty imposed on the Chinese company Shandong Ensign Industry Co., Ltd., under GECEX Resolution No. 528, which established anti-dumping measures on Brazilian imports of citric acid and certain citric acid salts and esters (NCM 2918.14.00 and 2918.15.00) originating in China.

The product covered by the redetermination includes citric acid, sodium citrate, potassium citrate, and their mixtures (ACSM), in any form of presentation, excluding specific uses such as pharmaceutical active ingredients and calcium citrate.

With respect to uses and applications, the product is widely employed in industry, particularly in the food and beverage sectors as an acidulant and preservative, and also has significant applications in the pharmaceutical, cosmetic, household, and various industrial sectors, including detergents, cleaning products, and material treatment processes.

The investigation may result in an increase of the current anti-dumping duty up to the amount of the dumping margin determined in the most recent review (established by CAMEX Resolution No. 558/2023 at USD 252.89/ton).

The Importance of stakeholder participation

  • Interested parties may submit written comments and evidence until August 6, 2026[1]: As part of the redetermination proceeding, exporters, foreign producers, importers, and the domestic industry will have the opportunity to provide information regarding export or resale prices of the product in the Brazilian market.
  • The redetermination proceeding must be completed within three months from the date of its initiation.
