Resolution Recognizes the RASOE as the Official Instrument for the Socio-Environmental Assessment of Agricultural Exports

On September 9, 2026, CEC Resolution No. 17/2026 was published, which recognizes the Social and Environmental Analysis Report for Export Operations (RASOE), issued by the Agro Brasil + Sustainable Platform, as an official document of the Brazilian government and an instrument of the national foreign trade policy. CEC Resolution No. 17/2026 establishes that RASOE is an instrument for the purpose of analyzing socio-environmental requirements in export operations of Brazilian agricultural products. By qualifying it as an official document of the Brazilian government, the rule gives institutional support to the report and positions it within the scope of the national foreign trade policy.

The immediate consequence of the publication is the formalization of RASOE as an official Brazilian reference for this purpose. Thus, the report now has express recognition from the Strategic Council of the Chamber of Foreign Trade, which strengthens its use as an element of documentary support in operations in which socio-environmental compliance is relevant.

The Resolution also preserves the possibility of using other official databases. In this way, RASOE is part of the set of instruments available for the socio-environmental analysis of exports, without excluding additional official documents or information that may be relevant according to the product, the operation and the destination market. Companies in the agricultural sector should evaluate the incorporation of the report into their export documentary routines and follow additional guidelines on its use.

Although CEC Resolution No. 17/2026 does not specifically mention any foreign market or legislation, the report may possibly be used by the soybean, beef, coffee, timber, palm oil, rubber, and cocoa sectors to meet socio-environmental requirements imposed by destination markets, such as the European Union Anti-Deforestation Regulation (EUDR), which is scheduled to be applied on December 30, 2026. In this scenario, RASOE may serve as an official reference for the origin, legality, and absence of deforestation in production, reducing documentary barriers for exporters in these sectors. It is estimated that the mechanism seeks to avoid obstacles with sales of around US$ 17 billion per year in Brazilian exports to the European market.
